Long-term expert Agricultural Policy Dialogue (APD) Germany – African Union (m/f/d)

Project objective:

Political decision-makers, specialists, and executives in the agricultural sector of Germany and the member states of the African Union have a better mutual understanding of central agricultural policy issues. The main objective is to transform and strengthen the resilience of food systems at the level of Regional Economic Communities and member states of the African Union. The technical topics include agroecological transformation, climate-resilient agricultural practices, climate-resilient seeds, post-harvest loss reduction, water-efficient production systems, food security and sustainable forest management.

Expected start of project: Nov 1, 2023

Expected duration of the project: 3 years (with option to extend)

Please note, that this position is part of a tendering process.

Your tasks:

  • Support of the project leader in carrying out her/his tasks
  • Provide technical and strategic advice to the AUC, RECs and other partners on the design and implementation of policy and technical dialogues
  • Coordinate collaboration with AUC departments, RECs and partner countries
  • Organization and preparation of working group meetings and conferences/specialized events
  • Ensure integration of project measures into existing AUC processes and methods/tools
  • Support in concept and strategy development
  • Establish and maintain a network of focal points at AUDA-NEPAD, RECs and selected AU member countries
  • Capture relevant data, information and documents
  • Training/coaching of AUC staff, RECs and member countries on agricultural policy advice

You should have at least the following qualifications:

  • Completed university degree (master's or equivalent)
  • At least 5 years of professional experience
  • Experience in working closely or directly with AU or RECs or otherwise proven knowledge of the institutional setting of the African Union, regional agricultural policy or the agribusiness landscape
  • Professional experience in the field of agricultural reforms, agricultural investment planning, agricultural policy development and/or organizational development
  • Very good knowledge of English 

The following qualifications/experiences are rated positively:

Technical background

  • Relevant academic background related to the main topics of the project
  • Professional experience in development cooperation with Africa and international donors
  • Knowledge of the topic of agroecology, post-harvest-losses and/or climate resilience 
  • Experience in institutional consulting and project work in Africa
  • Very good knowledge of French, other official languages of the African Union are considered an asset
  • Knowledge of spoken and written German

  • Moderation and presentation
  • Organizational development and coaching
  • Experience in preparing studies and policy recommendations
  • Intercultural communication and networking skills
  • Experience in politically sensitive contexts
  • Experience in the field of results-oriented monitoring
  • Gender and diversity competence
