The project aims to provide coordinated and efficient support for the EU accession process of Albania, Bosnia-Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia as well as Moldova in agriculture and rural development. The themes and objectives of the APD are based on the GAP 2023-27 and the Green Agenda for the Western Balkans, which is derived from the EU's Farm-to-Fork Strategy.

Regional expert advisory working groups (REAWGs), consisting of representatives from agricultural policy and science, work on EU harmonisation in the respective subject area. They are supported by technical inputs and study trips. The REAWGs currently funded by the project are working on 1) agricultural policy monitoring, 2) soil protection, 3) rural development, women and youth, 4) climate change adaptation, 5) organic farming, 6) wine, as well as 7) knowledge and innovation dissemination in agriculture (AKIS).

The local project implementer is the Regional Rural Development Standing Working Group (SWG) of South Eastern Europe. The international consulting contribution is implemented by IAK Agrar Consulting GmbH.
