The project aims to conduct a feasibility study for three future investment projects in the fields of irrigation for which a loan of EUR 15 million will be allocated by EBRD to the Serbian Ministry of Agriculture, Forestry and Water Management of Serbia (MAFWM). In the frame of the future EBRD projects, primary irrigation infrastructure shall be built or rehabilitated in Eastern and Northern Serbia, including two independent accumulation lakes, and a new irrigation system will enable a reliable water source for 1,042 ha of land. Not only the technical and economic feasibility but also the environmental and social aspects of the projects will be part of the in-depth analysis which is to be finalized by the end of the year.

Within the framework of the ongoing German-Ukrainian Agricultural Policy Dialogue, this additional subproject deals with the topic of climate change and agriculture. The aim is to strengthen the structural capacities of the Ministry of Agricultural Policy and Food and other governmental and non-governmental institutions in Ukraine.

By providing experience and developing knowledge in regular working group meetings, professional workshops, a study tour to Germany and round tables, ministry staff and representatives of other relevant institutions are supported in building their capacities on measures on climate change mitigation and adaptation in agriculture. Among other things, the current draft of the climate strategy of the ministry is reviewed and a corresponding action plan is developed.

Facilitation of exchange through advice on harmonized wine regulation in the Western Balkans

The goal of the project is to contribute to strengthening the economic and political relations among the Western Balkans and thus to consolidate the regional exchange. In addition, individual countries are supported in their progress with regard to the EU accession process. Representatives of the respective ministries of agriculture will be consulted on the alignment of their respective national wine regulations and on existing EU standards. Regular exchanges in the field of wine regulation contribute to a regional integration, and the project approach can serve as a role model for other areas, including non-agricultural areas. The local Rural Development Standing Working Group (SWG) in South Eastern Europe as well as its governing bodies, in particular the regional expert group for wine, act as local implementation partners.

German-Ukrainian Agricultural Policy Dialogue

This project provides advisory support for the agricultural policy of Ukraine with the development of the agricultural sector and rural regions. Four key reform areas were defined for the Ukrainian agricultural sector in coordination with the local partners: (1) Development of rural regions by inter-company cooperation and adapted agricultural support systems; (2) Reform of agricultural administration and decentralization; (3) Modernization of higher education and research systems; (4) Development of service-oriented organizations of civil society. To fulfil these aims, the Agricultural Policy Dialogue prepares expert analyses, among others, for example in the form of legislative comments, and offers training courses. In addition, pilot measures are implemented in individual areas.

Besides that, the Agricultural Policy Dialogue comprises a forest-policy component for the legislative and technological preparation of a national forest inventory in Ukraine that is also implemented by IAK Agrar Consulting GmbH, as well as a land-policy component.

Setup of an agricultural demonstration and training centre (ADTC)

A training centre for vocational teachers and trainers as well as mechanical technicians from the agrarian sector is set up near Bila Zerkwa in cooperation with international agricultural machinery manufacturers. The aim of this project is to contribute to the modernisation of the agricultural education and to the growing sustainability of Ukrainian agriculture. The cultivation of demonstration plots and annually organised field days facilitate a qualified training geared to real-world needs.

German-Ukrainian Cooperation in Organic Agriculture

In order to support the further development of organic agriculture in the Ukraine the project aims to improve the education and training offers for those active in the Ukrainian organic sector. The project collaborates with the National Agroecological University in Zhytomyr (NAEUZ) and the organic farm GALEKS-AGRO, a Ukrainian pioneer in the sector. Newly created practice-oriented training offers are to be tailored for different target audiences: Farmers, managers and staff of organic enterprises are to deepen their knowledge on organic production and marketing. Teachers and lecturers at universities, polytechnics and TVET institutes as well as extension officers will be able to strengthen their technical know-how and teaching skills. Furthermore, staff of regional agricultural administrations shall be capacitated to provide first information on organic agriculture and staff at the Ministry of Agricultural Policy and Food and its subordinate authorities ability to support and regulate organic agriculture in the Ukraine is to be improved.

Capacity building for development of the National Animal Disease Compensation fund and other services
